Korean Hair Care Ingredients: Scalp-Care Trends and What Each Can Claim
From scalp care to damage repair: the ingredients Korean haircare is built on, what the evidence shows and where hair-loss claims become regulated.

Hair and scalp care is a fast-growing part of K-beauty. Korean hair care ingredients read like a skincare shelf: niacinamide, peptides, panthenol and ceramides, alongside cooling menthol and exfoliating acids.
Yet several familiar scalp ingredients are the same ones regulators link to hair-loss products, and in Korea, the US and Japan, hair-loss claims need registration or drug-type approval.
This guide covers the key ingredients, the evidence and how to build a line whose claims hold up.
Why Scalp Care Became Skincare in Korea
In Korea, the shift is called "skinification": caring for the scalp and hair with the ingredient-led routines used on the face. CJ Olive Young used the term when it framed functional hair and body care around specific concerns, saying its personal-care category had grown about 20% a year over the previous three years.
During Olive Young's August–September 2025 sale, searches for scalp care rose 80% or more year on year. Korean press coverage of Olive Young's 2025 figures put sales growth for functional scalp ampoules and serums at 52% year on year, against 12% for general shampoo.
Korean scalp care products are also traveling: Korean haircare exports reached about US$587 million in 2025, up 27.2%, according to export data compiled by REACH24H. Cosmetics Business, citing Circana data, has reported 80% year-on-year growth for K-beauty hair serums in the UK, against 18% for hair care overall, and Asia Economy reports that US retailer Dermstore said its scalp-care sales doubled year on year.
Scalp-Clarifying Actives
These ingredients anchor scalers and scalp shampoos positioned for buildup and flakes.
- Salicylic acid. An exfoliating acid. In the US, it is also one of the listed OTC anti-dandruff drug actives, alongside coal tar, pyrithione zinc, selenium sulfide and sulfur.
- Piroctone olamine. Used in shampoos for dandruff-prone scalps. Korea limits it to 1.0% in rinse-off products and 0.5% in others. It is not on the US anti-dandruff list.
- Menthol. A cooling agent behind the fresh, tingling feel of scalp care.
For example: a salicylic acid scaler can say it helps remove buildup and flakes for a refreshed-feeling scalp. Add "controls dandruff" and, in the US, the same bottle becomes an OTC drug.
Comfort and Condition Actives
Leave-on scalp serums and ampoules borrow most from skincare. In the same 2025 sale, Olive Young reported searches for skincare actives such as peptides up 72% and niacinamide up 65%. Panthenol, niacinamide and peptides suit a soft, comfortable-feeling scalp; position them for condition, not growth.
Shoppers know caffeine and rosemary oil partly because each has been compared with minoxidil in individual clinical trials of people with pattern hair loss (caffeine, rosemary oil). Those were medical studies, not evidence for a cosmetic, so keep them out of claims.
For example: a leave-on scalp ampoule with caffeine, niacinamide and panthenol can promise a refreshed, comfortable-feeling scalp, but nothing about roots, follicles or growth.
Korean Hair Care Ingredients for Damaged-Looking Hair
During Olive Young's August–September 2026 sale, searches for hair packs rose 68% year on year, and an analysis by data firm Trendier of Olive Young's most-reviewed haircare products found protein, amino acids and argan kernel oil among their leading ingredient keywords.
- Proteins and amino acids, such as hydrolyzed keratin, to condition and smooth the hair surface
- Ceramides in conditioners and treatments, for softness
- Argan kernel oil and other plant oils, for shine and manageability
Keep wording on appearance and feel, such as "conditions and smooths damaged-looking hair". Measurable promises, such as less breakage from brushing, need testing.
Hair-Loss Products: A Regulated Claim, Market by Market
The same ingredient list can be a cosmetic, a registered product or a drug, depending on the claims made and how the product is registered.
Korea
Korea's hair loss shampoo regulations sit within its functional cosmetic system. "Helps relieve hair-loss symptoms" is allowed only for a product reviewed by or reported to MFDS, and the label must state that it is not a medicine for preventing or treating disease. Coating products that only make hair look thicker do not qualify. The notified actives are dexpanthenol, biotin, l-menthol and zinc pyrithione.
A general cosmetic cannot imply functional status, and MFDS has said that even registered products may not claim hair growth, new hair or thicker hair. In a 2019 check of 3,036 online sites, MFDS flagged 587 violating listings.
United States
Any OTC product promoted as a hair grower or for hair-loss prevention is a new drug that requires an approved application. Biotin and other B vitamins, dexpanthenol, amino acids and nucleic acids are listed as not generally recognized as safe and effective for that use. Anti-dandruff shampoos are both cosmetics and drugs.
European Union
Zinc pyrithione, which Korea still permits in anti-dandruff rinse-off products and hair-loss functional cosmetics, has been banned in EU cosmetics since 1 March 2022 as a CMR substance. EU claims must not imply functions a product lacks, so review any hair-loss wording with your EU Responsible Person.
Japan
Cosmetics may only use an official list of efficacy statements, which includes keeping the scalp and hair healthy and controlling dandruff and itching. Hair-growth claims belong to quasi-drugs, which need separate approval.
Rules change; confirm current requirements with the authority or a regulatory consultant.
Building a Premium Scalp-to-Lengths Line
Strong private label hair care ranges work like a skincare routine:
- Scaler. A pre-shampoo exfoliating step.
- Shampoo. A daily cleanse, with cooling or clarifying variants.
- Leave-on ampoule or tonic. The treatment step, where skincare actives carry the story.
- Conditioner or treatment. Damage care for the lengths.
A signature fragrance carried across a fragrance-led shampoo, conditioner and ampoule gives the line a recognizable identity. Match packaging to format: droppers for ampoules, pumps for shampoos, tubes for treatments. Each choice shapes packaging cost.
Launching with two hero products, such as a shampoo and an ampoule, keeps first orders manageable, since every SKU you add raises your total MOQ. A hair-loss product belongs in a separate SKU with its own registration path in each market.
Frequently Asked Questions
Can a shampoo claim to stop hair loss?
Not as a cosmetic. In Korea, a registered functional shampoo may say it helps relieve hair-loss symptoms, but no cosmetic may claim hair growth. In the US, hair-loss prevention is a drug claim.
Does biotin in shampoo help hair growth?
The evidence does not show that. A review of biotin for hair loss which looked at biotin supplements rather than shampoo, found reported benefits only in people with a deficiency or underlying conditions, and insufficient evidence for supplementation in healthy people.
Can I sell a Korean shampoo with hair-loss claims in the US?
Not with those claims, which make it a drug there; as a cosmetic, it needs claims and labeling that meet US cosmetic rules. A formula built on zinc pyrithione also cannot be sold as a cosmetic in the EU, so confirm the route with a regulatory consultant first.

Korean haircare borrows its ingredients from skincare; it should borrow skincare's claims discipline too. Build the core line on condition and comfort, and treat hair-loss claims as a separate, registered product in each market.
